I do not think they should be retired after

20 years' service. The older they are the better they seem to be. I think 4 more Sergeants would suffice with

a Sergeant-Major (present Sergeant). I do not think the Detectives

I enclose Inspector Williamson's explana-

tion and as I lived at Tsim Sha Tsui in April, May, and June I

can say, from personal observations that Inspector Williamson's

time was very fully occupied and that he paid great attention

to his duty.

He is not so active as some others but all

cannot be judged by the same standard.

Regulation in a Police Force must at times

be relaxed or modified. But if he found that he could not do

patrols or any other allotted duties he should have asked for

exemption. This he failed to do.

I cannot answer for this for the period

before Mr. Badeley went on leave. After that only Mr. Wodehouse

and myself were left at head quarters so that it would be impos-
